Dr. Shaina Carter

Executive Director

Dr. Carter is a licensed clinical psychologist with extensive expertise in trauma therapy, psychological assessment, and military mental health. She earned her Doctor of Psychology in Clinical Psychology with her academic foundation completed at San Diego State University. Dr. Carter’s clinical training spans diverse settings, including inpatient psychiatric care, outpatient trauma centers, and military mental health programs, where she specialized in evidence-based treatments such as EMDR, Cognitive Processing Therapy (CPT), and Prolonged Exposure (PE) Therapy for PTSD. Her research background includes a doctoral dissertation on prenatal marijuana exposure and contributions to Fetal Alcohol Spectrum Disorders (FASD).

Dr. Carter’s professional experience lies within trauma-informed care and psychological testing. She currently serves as the Clinical Director of Assessment at ADR Wellness, where she oversees neuropsychological and personality assessments (e.g., WAIS-IV, MMPI, DAPS), supervises practicum and post-doctoral students, and ensures high-quality report writing for adult, adolescent and child populations. Previously, she held roles at trauma treatment centers, hospitals, inpatient/outpatient clinics and assessment facilities providing therapy and assessments for active-duty military personnel, veterans and civilians with complex trauma, mood disorders, and dual diagnoses. Her work emphasizes culturally competent, data-driven interventions, and she has facilitated specialized groups, including DBT, CBT, ACT, Trauma-Informed Guilt Reduction Therapy (TriGr), and PTSD support groupS. Additionally, her APA predoctoral internship on a Military Unit honed her skills in acute psychiatric stabilization and interdisciplinary collaboration.  

Beyond clinical practice, Dr. Carter is dedicated to education, research, and advocacy. She has served as a teaching assistant at her doctoral program, mentoring students in psychopathology, psychotherapy, and assessment report writing. Her volunteer work includes aiding Ukrainian refugees in Poland and fundraising for individuals with disabilities. Dr. Carter maintains active affiliations with the American Psychological Association, San Diego Psychological Association, and Navy SEAL Foundation, and she regularly pursues advanced training in EMDR, suicidality risk management, and neuropsychology.
